Sembra che tu non abbia i locali giusti installati sul tuo sistema.

Cercando digitando il seguente prima di eseguire syncdb -

export LC_CTYPE=en_US.UTF-8 
export LC_ALL=en_US.UTF-8 

(o qualunque sia il vostro locale dovrebbe essere).

In alternativa aggiungere le righe al ~/.bash_profile
